If you are working or living in Singapore on a pass rather than as a citizen or Permanent Resident, you may be wondering whether a licensed moneylender can lend to you at all — and if so, how much. The short answer is that foreigners residing in Singapore can generally borrow from a licensed moneylender, but eligibility depends on your immigration status, and the amount you may borrow is capped by law based on your income. This article explains the framework in plain terms.
Can foreigners borrow from a licensed moneylender?
Yes — the Ministry of Law extended the borrower protections and aggregate loan caps that apply to Singapore Citizens and PRs to foreigners residing in Singapore. In practice, this means you typically need a valid Singapore work or residence pass to be eligible. The protections are framed to cover foreigners who hold passes such as a Work Permit, S Pass, Employment Pass (EP), or a Long-Term Visit Pass (LTVP), among others. They do not extend to foreigners with only a temporary presence in Singapore, such as tourists.
Eligibility is never automatic. Even where you hold a valid pass, every loan remains subject to the moneylender’s own assessment of your circumstances — including your income, your existing commitments and whether the loan is suitable for you. Being eligible to be considered is not the same as being approved.
How much can a foreigner borrow?
For unsecured loans, the law sets the total you may borrow across all licensed moneylenders in Singapore combined — not per moneylender. The cap depends on your annual income and on whether you are a Singapore Citizen or PR, or a foreigner residing in Singapore. The table below shows both, so you can see how the foreigner limits compare.

So as a foreigner, if your annual income is less than $10,000 the unsecured cap is just $500; if you earn at least $10,000 but under $20,000 it rises to $3,000; and once you earn $20,000 or more a year, the cap is six times your monthly income across all licensed moneylenders combined. For example, a work-pass holder earning $2,500 a month (about $30,000 a year) could be considered for up to $15,000 in total — still subject to the moneylender’s assessment. These caps apply to unsecured loans only; for a secured loan backed by collateral, you may borrow any amount, as it falls outside the income-based limits.
What documents help your application?
Because the limit is tied to your income and residency status, a loan officer will ask you to show a few documents. Having these ready helps your application move faster:
- Your passport and your valid Singapore pass (Work Permit, S Pass, EP or LTVP, for example).
- Proof of a Singapore residential address — for instance a tenancy agreement or a recent utility or bank statement showing your local address.
- Proof of income — recent payslips and/or bank statements that show your salary being credited.
A quick note on safekeeping: a licensed moneylender should never retain your passport, work pass or any other identity document, and should never ask for your Singpass user ID or password. If a lender does any of these things, treat it as a warning sign and check that they are on the Registry’s list of licensed moneylenders.
The cost of borrowing is capped too
Whatever your nationality, the cost a licensed moneylender may charge is limited by law. A licensed moneylender in Singapore may charge:
- Interest of up to 4% per month, calculated on the reducing balance (the amount you still owe).
- Late interest of up to 4% per month, charged only on the amount that is overdue.
- A one-time approval fee of up to 10% of the loan principal.
- A late fee of up to $60 for each month a payment is late.
There is also an overall ceiling: the total of all interest and fees on a loan cannot exceed the loan principal. If you borrow $3,000, the interest and fees together can never add up to more than $3,000.
The loan is completed in person
Under the Moneylenders Act, a loan must be completed face to face at the moneylender’s approved place of business, where the terms are explained to you in a language you understand before you sign. Be wary of anyone offering to approve and disburse a loan entirely over the phone, by SMS or by email without meeting you — that is not how a licensed moneylender operates. For foreign work-pass holders there is a further reason to stay with licensed lenders: borrowing from an unlicensed moneylender is a criminal matter and can put your work pass at risk.
Borrow only what you need
The legal cap is a maximum, not a target. A responsible loan is one you can comfortably repay from your income alongside your other commitments. Before you borrow, work out the monthly instalment and make sure it fits your budget. A licensed moneylender should never pressure you to take more than you need.
