When you apply for a loan from a licensed moneylender in Singapore, the application moves fastest when you bring the right documents. There are only three things a loan officer really needs to confirm: who you are, what you earn, and where you live. Most of these you can prepare in a few minutes at home — the income documents can be downloaded from official government portals using your Singpass.
The document checklist
Here is the typical set of documents a licensed moneylender will ask to see. You may not need every item — the exact list depends on your situation — but having these ready avoids delays.
1. Proof of identity
- Singapore Citizens and Permanent Residents: your NRIC.
- Foreigners residing in Singapore: your passport together with a valid work pass or residence pass (for example an Employment Pass, S Pass or Work Permit).
2. Proof of income
Because borrowing limits are set by your income (more on this below), the loan officer needs to see how much you earn. Any one or a combination of the following is usually accepted:
- Your recent payslips (typically the latest few months).
- Your CPF Contribution History, which shows the contributions made against your salary.
- Your Notice of Assessment (NOA) from IRAS, which is your annual income tax statement.
Self-employed applicants often rely on the Notice of Assessment, since it reflects declared annual income where regular payslips may not exist.
3. Proof of residential address
A recent document showing your name and current home address — for example a utility bill, a bank or telco statement, or an official government letter.
How to download your income documents with Singpass
You do not need to request these from anyone — you can download them yourself in minutes:
- CPF Contribution History: log in to the my cpf digital services on the CPF website (cpf.gov.sg) with your Singpass. You can view the latest 15 months of transaction history, and use the Yearly Statement of Account for records going further back. Save or download the statement as a PDF.
- Notice of Assessment: log in to myTax Portal on the IRAS website (mytax.iras.gov.sg) with your Singpass, then go to Inbox › View Notices › Individual. You can view or print your tax bills for up to the past few years and save them as PDF.
Having these files ready to show at your appointment — on your phone or printed — helps the assessment go smoothly.
Important safety point — do not send your NRIC online. You should not type your full NRIC or FIN number into a website contact form, and you should not upload photos or scans of your identity documents through a web form or by email. Your identity and income documents are checked in person at the office when you complete the loan. A legitimate licensed moneylender will never finalise a loan — or ask you to hand over sensitive documents — purely over a website, WhatsApp, SMS or email. This protects you from scammers who impersonate moneylenders to harvest personal data.
Why proof of income matters
The documents are not just paperwork — they decide how much you are legally allowed to borrow. Under the Moneylenders Act, the maximum for unsecured loans across all licensed moneylenders combined depends on your income and residency:
| Your annual income | Singapore Citizens & PRs | Foreigners residing in Singapore |
|---|---|---|
| Less than $10,000 | $3,000 | $500 |
| At least $10,000 and less than $20,000 | $3,000 | $3,000 |
| $20,000 or more | 6× monthly income | 6× monthly income |
Without proof of income, a moneylender cannot confirm which band you fall into — so the clearer your income documents, the more accurately your application can be assessed.
The cost of borrowing is also capped
Whatever the amount, the law limits what a licensed moneylender may charge: interest of up to 4% per month on the reducing balance, a one-time approval fee of up to 10% of the principal, and a late fee of up to $60 for each month a payment is late. There is an overall ceiling too — the total of all interest and fees on a loan cannot exceed the loan principal.
The loan is completed in person
Preparing your documents in advance speeds things up, but the loan itself is only granted in person at the office, after the moneylender has verified your documents and completed its checks. Under the Moneylenders Act, a loan cannot be finalised over the phone, by SMS or by email. If anyone claiming to be a moneylender offers to transfer you money without meeting you, treat it as a scam.
